The Masterton track trust has been dissolved and management taken over by MDC.

Those two slippery slimy twats- also known by their legal names Jonathan Hooker and Mark Harris- finally got what was coming to them on Monday in the Times Age.  Read the article from the paper here. Their spin was second to none, albeit not in terms of believability.

It is a huge win for athletes and their respective clubs in the Wairarapa who will now be able to use it unimpeded by Cr. Harris, who tried his damn best for years to limit other clubs using the publicly owned and built track.  Why you may ask?

He didn’t like people using it who won’t pay him-  it is as simple as that.

It must be said Hooker’s motivations in this case (stress this case) weren’t for personal gain but he  is justly getting dragged through all the muck and filth for his shear hopelessness and borderline masochistic collaboration with Harris in this omni-shambles masterclass on how to fuck things up.

It is extremely rare nation wide  to see a “community” focused Trust like this be dissolved. It speaks volumes about Hooker and Harris’ management prowess or rather abject lack of it.

They are mistaken to assume because they’ve been kicked off the track that the very serious questions and allegations will vanish as quickly as their standing in the community did after Monday’s article in the Times-Age. Those questions can be found at the bottom of this article.

Almost 6 months to the day when research began with a wide range of people about these bozo’s we finally made such a solid case of incompetence, bullying, mismanagement, and law breaking that Mayor Lyn Patterson saw the the writing on the wall and gave them a very humanitarian ultimatum.

Indeed, a very generous woman is our Lyn. She gave them the option to semi-bow out rather than have to cause a scene and disembowel them herself in public. Lyn doesn’t like scenes. Actually, she is often seen sporting rose tinted spectacles and is rumoured to prefer people that die quietly. When it comes to  dispatching your opponents or bugbears, she’s the silenced-pistol  kind of politician à la Helen Clark.

Let’s take a look at a few of the quotes from the article:

The news was confirmed yesterday by Wairarapa Regional All Weather Track Trust chairman Jonathan Hooker, who said it had been the original intention to hand the track over to the council once it had been built.

“But it was realised doing this would limit access to community funding when it became time for the track to be resurfaced.”

Translation: We decided  not to stick to the plan we used to secure a million large from the public when we realised that our business plan was a pile of poos, that we failed to secure any billboard sponsors, and when Cr. Harris decided to set up a personal training business at the public track and didn’t want to pony up much in usage fees, or let others use it.

Instead it was decided the trust would morph from a construction trust to a management trust, he said.

This was to happen when the council had negotiated a new lease with Athletics and Cycling Masterton (ACM), which had only been completed in December last year.

Mr Hooker blamed “on-going negative publicity” for that being impossible.

 

Spin, spin, and more spin. If uncovering mismanagement of high cost public facilities is suddenly “Nasty negative elements causing trouble”then god help us.

He said it would be 10-15 years before it was expected the track would need resurfacing so “it is not a matter of us dumping and running because of that”.

Translation:  We got dumped and we are running.  Council now looks forward to a $70,000 annual bill. [Thanks lads]

Mr Hooker said it was fair to say the track had not gone as sweetly as had been thought.

“It hasn’t been ideal.”

Translation: We fucked up in royal style.

He said he was relieved, as he believed all trustees would be, to no longer have to be responsible for it.

Likewise he was not interested in being involved in any new management team that may be formed.

Translation: Spin. Hooker loves having as many fingers in as many pies as is humanly possible. These two utterances from him remind me of my horrifically uncoordinated teenage self slipping over infront of a school assembly and then getting up quickly and trying to act like “I meant to do that”. Just embarrassing…ain’t no hiding it. *sob*

Mr Hooker is a Masterton district councillor, as is Mark Harris, the principal user of the all-weather track.

Mr Harris said he will now have to negotiate a deal with council “like any other user”.

He said he had done hundreds of hours of volunteer work each year with the track…

Hundreds of hours indeed lads! According to their officially submitted and legally required annual reports to the NZ charities commission website  there was 2 volunteers working at the track who worked on average 300 hours per week. Yes, you did read that correctly. Go figure. Is it illegal to file false annual reports for trusts I wonder? I suppose it was just a typo eh lads?

…but was now “future-proofing” by creating his own facilities away from the track.”I will use the track for some of my training, but I am seeking other solutions.”

Translation: Now that I will have to pay normal usage fees by virtue of no longer managing the public track I am going move my private training business somewhere else like a skulking hooker in Thailand slapped off her corner by the local constabulary.

**Questions put to Hooker and Harris in Council last week: [unanswered]

While I am still reviewing the shear amount of paper work given to us by Cr. Hooker and Harris which has been described as “death by paper tactics” by one financial professional i’ve consulted with- I do wish to table some initial questions today for immediate answers from both Hooker and Harris:

1. Can Crs. Hooker and Harris please state categorically and finally for the record, as per their letter to the WTA in January, that both people had absolutely no involvement with the negotiations for the track club room leases between ACM [ other local club] and council?

2. Dave Allen was commissioned to consult on the track feasibility study- before any funding was allocated. In his draft report he stated our demographics couldn’t justify an 8 lane international grade track, or even a 6 lane track. A walking stick design was put forward as themost appropriate option which could still provide a high performance surface for training athletes.

Can Harris or Hooker please state categorically for the record if Dave Allen was approached at this disappointing news by either of them, and if -categorically- he had any pressure or engineering put on him to change his findings. If no, please explain this drastic deviation from his initial recommendations to this council?

3. Crs. Hooker and Harris in their answers to council last week put much stress on the fact that the business plan [for the track] they applied for grants and funding with before the track had the green light were based on Timaru. Can council have further clarification on this? From my readings of the hard copy business plans Timaru was not at all included in a disclaimer in the original pre funding business plan. It was pitched as an entirely original and local business plan- as all business plans tend to be.

To claim so differently later- once funding had been approved is grossly misleading in my opinion and warrants a serious investigation.

4. Please explain why the above issue was updated into the business plan (and even then barely more than footnotes) only after funding had been applied for? Do Crs. Harris and Hooker think that is at all professional conduct to dupe grant givers and funders with patently lofty business plans so they can go ahead with projects of their fancy?

5. Can either Cr. Hooker or Harris in their capacity as trustees and chairman of the track trust please explain why in the previous financial year documents were submitted to the charities commission public website stating that there are two volunteers at the track who work and I quote- “300 hours per week” on average?

Finally, I would like to observe that it seems most of the problems this publicly funded organisation are having- especially regarding funding and usage- are directly attributable to both Crs. Hooker and Harris’ involvement. This needs addressing if Masterton District Council is to maintain a modicum of respect and faith in accountability with the ratepayers and citizens of Masterton.
